Hey--- tutorialtastic.co.uk is a FANTASTIC resource for coding help--Jem is amazing. Look at the HTML & XHTML page.
As for a color scheme, if you'd like to keep it blue, I'd try a dark blue for the background, like #003333 with #339999 as a "secondary" color for sidebars, headers, etc.Your content background could be a light blue, like #99FFFF, and make sure the font is dark, either a navy or black. Or you could try mixing blue and brown, like #3399FF or #FF9933.

I do, but it's been in disarray for about a year now. School hasn't allowed for a lot of time to revive it, and now that I've finally got a break, I find I'm completely uninspired. Where can I begin? Not only do I have to refresh my memory of HTML and CSS, but WordPress as well. I know as soon as I think of a concept for a layout, I'll be on my way, but so far, I've had no such luck.

Its not a fake, whats fake??, if you talking about the code then, the code works, you just have to understand, if not you need to learn css, its hard keeping a site validated, I told you bout that site to learn css, go to that site and learn css better. I use the stylesheet i gave you, so I know it works, just practics with it thats whats its for, its no good to people that don't know how to use it ~sorry~

lol okay it's just an episode of the X-files when Mulder and Scully are visiting a girl that's been almost killed by a green thingy... lmao so that's it I liked the look on Gillian Anderson 's face cus she looked funny and yet well it doesn't mean much just ... funny. I know you work hard on it and I'm proud of you, and I check your source and it wasn't there not on every page. That code is important becuase it tells the browser you know what you doing basically, trust me I won't be the only one telling you to add it. and I like your layout but all that space beside your navigation you can add a banner for your site there, I make you one and you can make the links darker. And i like how you try to be different.

K cool I have a css stylesheet like mine, you can do anything with it, I help you with, I send it to you,
1. save it in notepad ( so you always have the css stylesheet)
2. make a page on freewebs to use it to test your layouts on before you put it on your main page ( thats what I do, becuase if i mess up the code I always have it in notepad saved to my computer)
3. play around with the code to see what everything do and go to this site http://www.htmldog.com/reference/cssproperties/ to learn CSS better.
4. you can reguest a background and a banner to me, or anything you want but I rather you edit the code yourself so you can learn it.
